If you’re going to talk about fast travel in the vanilla Oblivion sense of being able to Teleport to any location that you have visited, yes it does. However, it also has its own form of fast traveling as well.

Cars are more expensive but are by far the easiest to use. The controls are very easy to use and once you learn how to do so, they are very simple to operate. If you want to move from one place to another quickly, then it is probably best to buy a car and get yourself onto one of the airships or boats and take off. They are also great for moving around the cities as you will be able to reach many of the places that aren’t included in the main quests. in a short period of time.
Finally, there are also trains, and these are great for traveling. They are extremely fast and can get you where you need to go very quickly. They are best used when traveling between towns or cities that you have no direct access to.
I would recommend starting out slow with your fast travel in the game, especially if you don’t have any money to spend on it. Then you will know how well the game works and can progress to more expensive options. As with anything, you will need to practice until you get used to it and the different features that make up a fast travel.
